COMMUNITY MEETING

Hello Neighbors,

Fischer Market Place update.

This project has already been approved and they are currently preparing the land for build. The developer, ForCAST Real Estate Development, would like to share their plans for the project and field any questions that they can with the public. They are very far down the road with their tenancies, design, and architecture, so they just want to be forthright and honest about what they can do and listen to you all when they get the opportunity.

The community meeting day will be March 30th., 2021, Tuesday from 6:30 pm until 8 PM.

The location is:

Newnan, GA 30265

It is just past Laura Smith Rd., going East on Hwy 34, on the right. The audience is situated so that social distancing can be adhered to and would request masks for those who would feel more comfortable. When addressing issues, the microphone will be provided and held by one person so we will not need to pass between the audience.

COMMUNITY MEETING

Hello Everyone,

I just met with the developer of the Fischer Market Place project across from Sam's Club. They shared the development plans that were approved before me winning the commission seat. The plans look good but I informed them that my district constituents should be allowed to see the plans, ask questions, and assist, all, with being good neighbors. They have agreed to meet with any neighborhood that would like to discuss, and have input, on the project. I would like to propose all to respond to me in the next week as to what dates and times will work for everyone. I will select the majority of the date and time and that will be the first meeting. If we need to have a second I will select the next best time and date. Please let me know what works best. I will probably arrange this to be at my Church unless other location options are presented. As I promised, I will make certain that everyone that wants to be involved with the growth of our district, I will involve you. Thanks, and please respond.

Everyone,

Here is the information regarding Millage rate adjustments and hearings.

In the event the rate is increased there will have to be three public hearings. This is not known yet been decided yet as the tax digest has not been reviewed and/or agreed to.

In the event there is a Millage rate rollback, meaning the rate is lowered, there will only be one public hearing, this hearing will be August 18th at 6 PM, in the Commissioners hearing room, 22 East Broad St., Newnan, GA 30263 (upstairs from the tag office).

I do not know the status of whether or not the capacity of attendance. Based on current COVID issues, I would assume this will be limited and have limited capacity and, for most, will have to be attended virtually via their online stream. This concerns me due to the number of citizens wanting to voice a concern and the band with capacity the county will have.

What I would like everyone to understand is, in my example, if the average property value increased 20%, and I am saying average as I know some are more and some are less, and the Millage rate for the county ,maintenance and Operations (M&O) decreased from .660% to .590%, which would technically represent a Millage rate rollback, the state only requires one public hearing and that will be August 18th. But understand, this lower Millage rate will only decrease the value of property taxes by $7.00 per $10,000.00 dollars in property value. Given this example if your property value increased by 20% say from the median of $268 ,000.00 (May 2019 - April 2020) to $321,600.00, and you have only a Homestead exemption, your tax increase will be $544.50 annually. This would represent an increase in property tax of 18.2% on unrealized gains. Something to think about.

The attached is a corrected Millage rate example as one of the line items was skewed, in previous example provided, and is now corrected.

Everyone please share to all your friends and everyone in Coweta County.

This is not a District issue but a total county issue.

I have attached an example of the current median sale price of a home in Coweta from May 2019 through April 2020, it is $268,000.00. This is prior to the mass appraisal that has been completed as I am sure most all have received their property assessments in the mail all ready. I am providing a calculation for everyone to provide an example of what your property will be for this year based on an increase in value of 20% (which was my average of three properties).

However, yours maybe lower or higher based on you assessed value. I am using the exact same millage rate as last year for these calculations. As the NTH has stated in the following article your property tax is not determined on the value of your home, rather the millage rate set by your county government, i.e., commissioners. (PROPERTY RATES) NTH is correct, your tax rate has not been set as that will be done in August as the commissioners decide your millage rate.

The example I am providing is showing what your property tax would be, given the existing millage rate and what the millage rate would have to be to maintain the same property tax rate as in 2019. I am telling everyone you need to be at the commissioners meeting that determines the millage rate to voice your opinion on your position about the millage rate on our property taxes.

One thing to keep in mind is the Coweta County School Board has already approved their 20/21 budget based on their current millage rate of .01859, so this will not change. The general fund, fire and fire bond will have to decease more than a half percent to keep your property taxes the same as 2019.

Unless we all show up at the meeting we will all experience an unusual increase in our property taxes.

Please join me in the meeting. Remember, Rep. Philip J Singleton has sponsored legislation to stop these unsubstantiated taxes on property value gains that we do not experience until we sell our property.

I would ask you all to review a California law, (yes California law) proposition 13, passed in the mid-1980s that addressed this very out of control increase in property values and tax increases.

Remember to vote for Reidelbach on August 11th for District 4 County Commissioner.
